The issue of the length of proceedings in any state is an issue that interferes with the core of the functioning of a legal system of a state, along with the issue of the enforcement of legally binding and enforceable court decisions.
Along with all the piled up problems in the constitutional functioning as well as the issue of the prosecution of war crimes cases and the fight against corruption, Bosnia and Herzegovina faces the problem of the enforcement of judgments of domestic courts as well as the issue of lengthy proceedings before courts.
