We work in close collaboration with the domestic institutions in Montenegro, including the Judicial Training Centre, Supreme Court of Montenegro, Office of the Representative before the ECtHR and the Ombudsman’s Office to focus on harmonising national jurisprudence with key European legal and human rights standards, and to support legislative reforms to address underlying systemic weaknesses.

Key aims of the project include:

• Strengthen the capacity of the Montenegrin justice system to guarantee the fundamental rights of citizens and the rule of law.
• Increase judicial understanding and implementation of European legal standards and human rights in Montenegro.
• Ensure domestic caselaw is consistent with key European standards and jurisprudence.
• Support the Ministry of Justice to enact legislation that provides transparency and legal certainty.
