The aim of the guide Convention rights of foreigners in extradition proceedings is to present the general rules and standards developed by the European Court of Human Rights (ECtHR) when deciding on the rights of foreigners in extradition proceedings, then to review and analyze the national legal framework that regulates the position and rights of foreigners in extradition proceedings, as well as through the analysis of the case before the Montenegrin authorities who decided in the extradition procedure, actions were identified that require increased attention, analysis and reference to the mandatory application of the standards of the ECtHR and the Convention. The guide is enriched with proposals aimed at improving the practice of handling extradition cases in accordance with ECtHR standards and proposals for possible legislative changes that regulate this legal area.
