The analysis is the result of the research of all final judgments for the most serious criminal offenses, rendered by Montenegrin courts during 2017 and 2018. Therefore, it is a relevant document that provides valuable information on legislation, type of court decisions, criminal sanctions, but also about the profile of perpetrators. The special value of the document lies in the Guidelines for penal policy, that can be seen as a milestone for future reform of the criminal system.
